The Medicare Access and CHIP Reauthorization Act of 2015 gave rise to two Quality Purchasing Programs referred to the Merit-based incentive Payment System (MIPS) and Advanced Alternative Payment Models (APMs). The initiatives will have a very broad impact on Part B Medicare provider reimbursement starting in 2017. The majority or providers will fall under MIPS, which employs a Composite Performance Score (CPS) to determine positive and negative payment adjustments. The CPS will range from 0-100 points and will be based on performance in four areas: Quality, Advancing Care Information, Utilization, and Clinical Practice Improvement Activities. The CPS will also be available to the public. As an alternative, providers may choose to join an Advanced APM, receive annual bonuses, and avoid potential penalties under MIPS. However, Medicare estimates that only a small percentage of providers will be able to achieve the status of Qualified Participant under APM. This presentation will review the basic components of MIPS and APMs and provide recommendations for best practices under these programs.
